Position Summary

This individual is responsible for development of a strategic vision for USCIS Records Operations Support Services (ROSS) sites including a Program Management Plan that includes staffing, HR, communications, organization, and quality management. The position provides corporate policy and strategic direction to effect successful program operations. Provides leadership and guidance to subordinate project managers to ensure all contract performance requirements are met. Responsible for developing and maintaining issue communication and escalation processes and maintains ultimate responsibility for contract level resolution. Manages program communications to include all corporate stakeholders and Government senior managers. Build strong working relationships with peers, internal clients, stakeholders and team members. Provide leadership and strategic direction to the project team by demonstrating foresight, customer knowledge, and market awareness.

Essential Functions
Provides leadership and guidance regarding strategic programs to project managers and supervisors.
Develops and establishes specific action plans for accomplishing both short and long-term goals and objectives.
Implements management strategies to comply with all contract specifications.
Develops performance standards and evaluates work performance.
Maintains responsibility for the ROSS budget
Responsible for Employee Relations
Leads and participates in technical and program reviews.
Conducts regular status meetings with the client and site program managers to provide an overview of tasks performance on the contract.
Develops and implements program plans and creates processes and metrics that ensure effective task order execution plan, workload tracking, and quality assurance.
Actively participates in quality assurance through contract deliverables reviews and customer performance feedback.
This position requires oversight and personnel management skills in order to direct, monitor, and motivate contractor employees in multiple locations.
Must be proactive in informing the Government of significant issues, and be able to respond and take corrective action to issues brought by site Program Managers or COTRs.
Must be proactive in identifying and recommending new approaches to improve quality, cost, and process inefficiencies.
Other duties as assigned.

Supervisory Requirements:
Directly or in-directly supervises non-exempt and exempt personnel (0-400).
Directly supervises the ROSS Project Managers and site Quality Managers.
Conduct performance appraisals for Project and Quality Managers.
Gives direction, hires and gives inter-disciplinary actions when required.
JOB SPECIFICATIONS/Qualifications
At minimum, must have ten (10) years of overall project management experience. A minimum of five (5) years of the overall project management experience must be in a supervisory position. At least five (5) years of the overall project management experience must be in the Government contracts environment. Must have demonstrated experience in managing complex, high dollar projects and/or contracts ($30 million or more annually), meeting deadlines, and coordinating the planning and implementation of project activities and resources using demonstrated flexibility, adaptability, and problem-solving abilities.
Master's Degree in one of the following disciplines: program management, business or public administration, technical management, information systems, engineering, finance/accounting, or related fields. Experience may be considered equivalent if experience demonstrated increased depth and breadth of responsibility.
Proven leadership and experience establishing operational objectives in mailroom operations, records management or digitalization projects.
Quality management experience.
Proven ability to work with program sponsors and stakeholders to achieve program level objectives.
Knowledge of records management and electronic records management systems is a plus.
Requires a security clearance. The applicant must have the ability to obtain and maintain a security clearance.
Ability to communicate effectively, both written and verbal. Must prepare and conduct presentations.
Proficient with using Microsoft Office tools i.e., Word, Excel, PowerPoint, and Outlook.
Must have excellent technical writing skills and the ability to prepare and present oral briefings to senior USCIS management officials using various mediums.
Position requires frequent travel.
Security Clearance:

Must be able to obtain a security clearance from the Department of Homeland Security.

The check will bounce and the victim is left responsible.
