Under the general direction of the Labor Relations Manager, consults with management on labor relations, employee relations, HR policy and equal employment opportunity issues. Ensures that all human resources practices are in compliance with regulatory requirements, internal policies, labor contracts and relevant statutes. Coordinates the work of other HRCs on his/her assigned team. Consults with managers regarding the HR aspects of key business objectives including performance management and restructuring activities within business units served.
Essential Functions
- Consults with managers to provide expertise and guidance in strategy development as well as execution, planning, and facilitation of HR activities including labor relations, employee relations, performance management and business unit restructuring.
- Facilitates resolution of labor grievances, disputes, employee issues and concerns; conducts investigations and coordinates arbitrations and litigations with Regional Labor Relations Manager, HR Compliance and the Legal Department.
- Coordinates the work, and manages the performance, of other HR Consultant(s) on his/her assigned team.
- Ensures appropriate assignment of duties as well as clear and consistent back-up.
- Provides guidance as needed to other HRCs on HR issues such as contract interpretation, policy, EEO, ADA, FMLA, etc.
- Works collaboratively with other regional Human Resources functions to ensure consistent application/interpretation of labor relations, employee relations, EEO/AA, FMLA, ADA and diversity policies, contracts, and strategies.
- May coordinate and/or facilitate area Labor Management Partnership committees and other joint labor/management committees and task forces.
- Conducts HR Compliance investigations as assigned by the HR Investigations Consultant.
- Ensures that investigations are processed in a professional and timely manner.
- Seeks assistance as necessary from the HRIC, Compliance, Legal and/or the Labor Relations Manager.
- Educates and coaches management on all human resources issues and practices.
- Consults with HR leadership, Legal counsel and/or Compliance, as necessary, when unusual policy interpretation needs arise.
- Communicates relevant interpretation information to HR staff, managers and others as needed.
- Participates on HR and interdisciplinary committees and groups.
- Facilitates communications regarding such groups to HRCs and other interested parties.
- Performs other duties as assigned.

- Minimum seven (7) years of experience in HR consulting and/or HR management, preferably within a union environment.
Education
- Bachelor's degree in business administration with an emphasis in human resources or labor relations (preferred) or related field required, OR four (4) years of experience in HR consulting and/or management required.
- High School Diploma or General Education Development (GED) required.
