Position Description:
CGI Federal is looking for a senior level security executive with experience supporting a Foreign Ownership, Control or Influence (FOCI) mitigated company operating under a Special Security Agreement with the Defense Security Service. You will have responsibilities to the President and act as the Facility Security Officer and Security Advisor to the Government Security Committee. You will be responsible for compliance of the National Industrial Security Program (NISP) and adherence to the company's Special Security Agreement and related FOCI governing documents. You will provide strategic direction and guidance to Corporate Leadership in matters of security and risk and collaborate with CGI Federal's Information Security Director in matters of cyber security and information assurance. Your future duties and
Responsibilities:
o Leads the Industrial Security Practice to enhance the compliance posture of the company and the CGI Federal brand. o Responsible for 100% compliance with the National Industrial Security Program (NISP) and adherence to the company's Special Security Agreement (SSA) and associated governing documents. o Oversees the development and implementation of Corporate Security policy, standards and procedures in compliance with the NISP and company requirements. o Manages physical security architecture development and access control policies and procedures for the protection of employees, visitors, and teammates across the enterprise. o Manages the annual Security Education, Training and Awareness campaigns to include:
Annual and Refresher Security, FOCI, SSA and Insider Threat training programs. o Reports on FOCI / SSA compliancy quarterly to the government Security Committee and the CGI Federal Board and develops security metrics to support those reports o Oversees the safeguarding of classified national security material and information. o Oversees and coordinates all FOCI, SSA and Industrial Security efforts across the corporate enterprise to include developing a comprehensive self-assessment program for NISP and contractually imposed security requirements o Oversees security incident response as well as the investigation of security findings or compromises. o Evaluates changes in corporate policy and procedures that would have FOCI implications and recommends mitigation procedures. o Identifies business risks or practices dangerous to the Corporate security posture and mitigates them with the assistance of the functional or business leader. o Responsible for spend management in the Security organization. o Works with other executives to prioritize and coordinate security initiatives based on compliance requirements and risk management needs. Required qualifications to be successful in this role:
o Must be an articulate and persuasive leader who can serve as an effective member of the senior management team and who is able to communicate security-related concepts to a broad range of technical and non-technical staff. o Must have a strong working knowledge of the NISP. o Must have a strong working knowledge of FOCI requirements developed by the Defense Counterintelligence and Security Agency (DCSA) o Must have a solid understanding of National Interest Determination policy, process, and procedures. o Must have a strong working knowledge of DoD and Federal Government Personnel Security policy, process, and procedures. o Must have a solid understanding of Physical Security and Access control measures. o Must have a strong understanding of International Security Operations. Additional Desired Skills and
Experience:
o Experience as a former Chief Security Officer or Senior Facility Security Officer for FOCI mitigated company. o Current or previous leadership role with AIA or NDIA Industrial Security Committees and/or experience speaking to large peer groups through industry association events (i.e. NCMS, ASIS International). o Current or pervious volunteer roles with DCSA-sponsored NISP working groups. o Experience as a former Counterintelligence Agent or Law Enforcement Officer. o Knowledge of Physical Security Standards for Sensitive Compartmented Information and Special Access Program Facilities ICD 705. o Current ASIS Board Certified Protection Professional (CPP).
Salary Range:
$80K -- $100K
Minimum Qualification
