Are you ready to be a transformer?Job OverviewGovCIO is seeking a candidate for the position of Senior Program Manager to support the Department of Veterans Affairs (VA).
You will be responsible for managing scope, cost, schedule, staff and technical delivery of IT products and related functionality.
The Program Manager will also be responsible for client interactions and ensuring that assigned projects are staffed with strong resources that produce quality deliverables against scope and schedule.
You will be a key team member of a larger Product Line and Portfolio team so your skills, experience and current observation-based recommendations for the products, Product Line and Portfolio are key to the greater success of the customers, Veterans, and beneficiaries.
You will also assist with developing and executing product development and maintenance based on agile, DevSecOps best practices team members and engagement with key stakeholders.
You will use current information as well as your domain knowledge, skills, and experience to analyze information and implement proactive and consultative approaches for managing the Products.
These skills may also be utilized to assist GovCIO leadership with planning and executing strategic goals and objectives across the larger team.
As one of the senior leaders across these contract efforts, you will play an essential role in identifying, expanding, and/or strengthening the team's capabilities and services to the customer.

ResponsibilitiesThe candidate will lead in three interrelated areas:
Portfolio Management, Product Line Management, and Product (ie, project) Team Management.
These lists are not exhaustive and will change as VA/OIT's strategic direction evolves and the GovCIO contract support evolves.
Portfolio Management - As a member of the GovCIO Leadership Team, the candidate will support the Portfolio with the following activities.
Set the GovCIO general direction based on the Portfolio-level leadership's guidance and interactions.
Work with the GovCIO Leadership team to determine and execute strategic initiatives, where appropriate/requested.
Product Line Management - As the GovCIO Product Line Leader, the candidate will support the VA's Product Line with the following activities.
Support VA Leadership with managing the Product Line including, but not limited to, developing and executing Product Line Management strategies, developing briefings to senior VA and OIT leadership, supporting data calls, supporting recurring reporting activities, facilitating recurring meetings, and performing research.
Support VA in meeting OIT's Product Line Maturity initiatives including working with Product teams to enable DevSecOps tools and techniques.
Support VA with Product alignment and intake activities.
Work with VA's Product Line Management Team and VHA business and product owners to solve business problems.
Provide career development support and administrative oversight to assigned staff including ongoing feedback, mentoring, and annual assessment reviews.
Product Team Management - As the GovCIO Product Line Leader, the candidate will oversee the GovCIO Product support teams with the following activities.
Support the GovCIO Project Manager in executing tasks by advising and clearing obstacles.
Meet with VA counterparts to understand their specific needs and obtain feedback on GovCIO's performance.
Work with VA counterparts to forecast upcoming Product resource needs and proactively planning for, and executing, on appropriate staffing actions and shifts in Product work directions.
Lead staffing actions including hiring, terminations, and level of effort/cost management.
Work with the GovCIO project team to ensure execution of daily tasks at a high-quality level, maintain or bolster morale, clear obstacles, advise on task execution, and provide hands-on task execution support as needed.
QualificationsDesired candidate will have 15 or more years of experience managing and providing technical development for complex IT organizations, large and small.
Required Skills and ExperienceBachelor's degree in Business, Computer Science, Engineering, or other related scientific or technical disciplineAdditional years of experience can be substituted for degreeWell-versed in DevSecOps and agile IT development and project management methodologiesExperience refining requirements and elaborating requests to deliver robust products, recommendations, and solutionsAbility to articulate technical expertise gained and used, such as healthcare or benefit related IT software development, in conjunction with project management skillsExperience in all areas of the software development life cycle, enterprise-wide network engineering, strategic information planning, business process reengineering, structure, and management practicesExperience with program control, including development of controls used to manage performance, including cost, schedule, and staff management as wells as the WBS elements to report out status, progress, and accomplishmentsExperience managing project/products, delivering systems/tools/solutions in production, while transitioning to better technology solutions for operationsGreat interpersonal skills and Ability to work independently with minimal guidance/supervisionExperience working and managing large teams in remote environmentsSolid experience with Microsoft and other collaborative tools including Teams, SharePoint, Jira, etc.
Preferred Skills and ExperiencePM-related certifications such as PMP and ITIL preferredExperience supporting or leading within the Veterans Affair Office of Information Technology, Veterans Benefits Administration, and/or Veterans Health Administration is a plusProven VA (or similar government agency) IT development track record highly desired#zr.
Estimated Salary: $20 to $28 per hour based on qualifications.

The check can be for multiple reasons such as signing bonus, supplies, etc. The victim will be instructed to deposit the check and use the money for any of these reasons and then instructed to send the remaining funds to the fraudster. The check will bounce and the victim is left responsible.
