Are you ready to be a transformer?GovCIO is seeking a highly experienced technical architect/strategist to support the Department of Veterans Affairs (VA).
You will work closely with sub-Product Line managers as well as other VA architecture staff, business customers, and functional consultants to develop strategies to optimize current and future IT investments and solutions.
This includes continuing a comprehensive review of the current state architecture of the customer's IT systems, assessment of the current vision and plans, and maintaining a future state enterprise IT architecture as conditions change.
You will use current information as well as your domain knowledge, skills, and experience to analyze information and implement proactive and consultative approaches for managing the Products.

ResponsibilitiesGathers information concerning the capabilities of existing VA products.
Investigates the technical capabilities of VA products and competing solutions.
Generates quantifiable requirements based on customer description, system planning and design, and ensures requirements comply through formal verification methods.
Translates high level product development strategies into network and system requirement specifications and works with other engineering disciplines to develop lower-level detailed implementation requirements.
Establishes and coordinates development of standards, practices, and procedures as related to the network and system development.
Designs interfaces and brings network and system elements together so they work as a whole.
Assesses performance using evaluation criteria and technical performance measures.
Quickly develop a holistic view of the organization's current IT architecture, business operations, in-flight technology modernization initiatives and future plansConduct workflow analysis, technology assessments, and business-related studies to define business case plans and architecture strategies supporting long term sustainability and growth.
Provide guidance and strategy for adoption of new technology products and processes optimizing developer, customer, and end-user experience.
Conduct Trade off analysis on applicationsBuild a trusted advisory relationship with Customer Technical DirectorsBuild/augment technology roadmaps and runways that align with higher organizational strategies and visionSupport and defend the Intake process for new work and change requestsMonitor/interpret technology memos/policies/directives from higher leadership and recommend approachesExpress and defend personal/team dissenting opinions with clarity and diplomacyProactively and insightfully report/document delivery of valueQualificationsBachelor's with 12

Must be a US citizenMust be able to pass a VA background investigationPreferred Skills and ExperienceBachelor's degree in Business Administration, Business Management, Computer Science, Information Systems, Information Resource Management, Industrial Engineering, or related fields.
15 or more years of experience managing and providing technical development for complex IT organizations, large and small.
10 years of additional relevant experience may be substituted for educationPrefer candidate with OIT software solutioning experience.
Experience supporting or leading within the Veterans Affairs Office of Information Technology, Veterans Benefits Administration, and/or Veterans Health Administration is a plusSAFe certified or significant experience in SAFe or a SAFe transformationJira experience preferredVisual remote collaboration toolsPrevious Department of Veterans Affairs experience preferred.
Estimated Salary: $20 to $28 per hour based on qualifications.

Don't Be Fooled

The fraudster will send a check to the victim who has accepted a job. The check can be for multiple reasons such as signing bonus, supplies, etc. The victim will be instructed to deposit the check and use the money for any of these reasons and then instructed to send the remaining funds to the fraudster. The check will bounce and the victim is left responsible.
