The selected candidate will help improve efficiencies in the VDOT's Central Office Location and Design Division is seeking an experienced Geographic Information System (GIS) Specialist with a solid GIS background to support the Right of Way Division.
The selected candidate will help improve efficiencies in the property management section, improve communication amongst the staff and public, and allow Right of Way to manage these assets in a geospatial environment that will be easier to manage and track.
Duties include but are not limited to:
oDeveloping GIS projects based on user requirements on projects by working with ESRI's ArcGIS Suite for desktop and web platform including but not limited to ArcGIS Pro, ArcGIS Online, Survey123, Fieldmaps, etc.
oCreating and maintaining geodatabases, mobile applications, web-based applications and dashboards which can be published internally and externally supporting GIS data needs within sections/divisions.
oConverting GPS, CADD files, and Microstation files into workable data in GIS sets and vice versa converting them back into CADD/Microstation format.
oPerforming quality assurance and quality control of geospatial data and ensures data meets approved standards and formats.
oPerforming analysis/trouble shooting and searches for process improvements to resolve issues with the applications including any issues with GIS and GPS problems on the desktop and mobile applications.
oCommunicating with internal and external technical resources to resolve end user issues and other problems associated with existing GIS applications, tools and data.
oProviding job aids/guidance on methods for creating applications/projects and for correcting reported problems.
oAnalyzing current geospatial systems to determine if improved methods are possible through automation, processes and streamlining workflows using software programming or scripting languages to extend capabilities of GIS and its associated applications.
oThe usage of aerial imagery products, create maps, reports, and presentations in support of various GIS projects.
oPartnering with cross-departmental teams to improve collaborative efforts in GIS.
oWorking independently and help develop projects, programs, or process improvement efforts as directed by management.
oProviding technical guidance and training to staff, especially as is related to sound use of GIS technology to support project development and program management.
oAssist management with strategic planning by identifying engineering business processes that may be improved with technology applications.
oParticipating in strategic planning and software methodology sessions.
oParticipating in interagency development projects as assigned by management.
oResearching and developing recommendations on projects and, if requested, lead research and conduct or coordinate activities related to one or more projects.
Minimum QualificationsoWorking knowledge of the ESRI Suite of Products.
oWorking knowledge of the practices and principles of GIS data development, data management, and mapping.
oWorking knowledge of GIS map design and layout, available tools and acceptable data formats.
oWorking knowledge of relational databases, database design, data integrity, and metadata documentation.
oWorking knowledge of Microsoft 365 (Word, Excel, PowerPoint, Access, etc.
).
oAbility to communicate effectively, orally and in writing, with internal and external customers.
oAbility to work independently and help develop projects.
Additional ConsiderationsoA combination of training, experience or education in GIS, geography or related field or equivalent combination of education, training, and experience.
oGIS Certification with work experienceoDemonstrated cartography skills in map making and web development.
oExperience in scripting with Python, JavaScript, Java, R, ESRI Model Builder, ETL Tools, etc.
with ability to push/pull data into GIS, CADD, and Microstation.
oWorking knowledge of general GIS applications, operations, policies, procedures and standards.
oAbility to provide technical guidance and training to staff.
