Proposal Manager with Security Clearance

Loch Harbour Group is looking for an experienced Government Proposal Manager to oversee the development of winning proposals for government contracts and grants.
The Proposal Manager will be responsible for strategizing, planning, and managing the entire proposal process, ensuring that proposals are compliant, persuasive, and aligned with the unique requirements of government agencies.
The ideal candidate will possess a deep understanding of government procurement processes and regulations and have a proven track record of successfully securing government contracts.

Responsibilities:
Proposal Strategy and Planning:
Collaborate with the business development team to identify and assess government opportunities.
Develop comprehensive proposal strategies tailored to specific government agencies and their objectives.
Create detailed proposal plans, schedules, and compliance matrices.
Proposal Development:
Lead the proposal development process, including proposal kick-off meetings, content creation, and coordination with subject matter experts.
Write, edit, and review proposal content to ensure clarity, compliance, and alignment with client needs.
Manage proposal graphics, charts, and other visual elements.
Compliance and Quality Assurance:
Ensure proposals adhere to all government procurement regulations, RFP/RFQ requirements, and evaluation criteria.
Conduct rigorous quality control checks to eliminate errors and inconsistencies.
Maintain version control and document all proposal changes.
Proposal Coordination:
Collaborate with cross-functional teams, including legal, finance, and technical experts, to gather necessary information and inputs.
Organize and facilitate proposal reviews, incorporating feedback and revisions into the final document.
Manage multiple concurrent proposal efforts efficiently.
Government Relations and Market Research:
Stay informed about changes in government procurement regulations, policies, and trends.
Build and maintain relationships with government agency personnel and contracting officers.
Conduct competitive analysis to identify strengths and weaknesses relative to competitors.
Qualifications:
Bachelor's degree in English, or equivalent work experience.
Experience leading and winning deals of $10M+CP APMP or higher certification preferredMinimum of 10 years of experience in lifecycle proposal management, with a focus on government contracts and grants.
Ability to write and manage proposalsExpert in Microsoft Suite of productsIn-depth knowledge of government procurement processes, including FAR, DFAR, and other applicable regulations.
Strong project management skills, with the ability to meet tight deadlines.
Excellent written and verbal communication skills.
Proficiency in Microsoft Office Suite and proposal management software.
Detail-oriented, with a strong commitment to producing high-quality, compliant proposals.
Ability to work collaboratively in a fast-paced, deadline-driven environment.

The check can be for multiple reasons such as signing bonus, supplies, etc. The victim will be instructed to deposit the check and use the money for any of these reasons and then instructed to send the remaining funds to the fraudster. The check will bounce and the victim is left responsible.
