Dell Inc.''s wholly owned subsidiary Dell Services Federal Government, Inc. (DSFG) is seeking a talented Proposal Manager with an active TS clearance in Fairfax, VA.
The selected candidate will be responsible for reviewing government-issued solicitation documents, developing proposal management artifacts such as outlines, compliance matrix and team schedules. Works with cross functional organizations to structure and manage the proposal development process. Advises the organization of compliance approaches and contributes to the content development as needed.
Principal Position Accountabilities:
Provides potential customers response document with a thorough description of proposed solution
Identifies competitive advantages and value proposition of solution over competitor product/offerings
Includes all necessary data for customers to fully evaluate the proposal
Facilitates end-to-end process; leads Stakeholders and resources to effectively respond to customer's proposal requirements
Facilitates and ensures appropriate governance is adhered to, and required approvals are obtained and archived
Facilitate business/opportunity prioritizing, maximizing usage of business resources to appropriate opportunities
Captures, analyzes, and acts on win/loss information
The Proposal Manager's day to day function includes:
Dissect, assess and prepare proposals for National multiple verticals
Lead daily status meetings, and oversee color reviews; maintain communication with subcontractor partners; work with graphic artists and proposal coordinators to ensure necessary preparations for final proposal production; participate in pricing reviews; and ensure compliance with proposal instructions/evaluation criteria and adherence to the proposal schedule, including timely delivery of final products
Work with business development and capture teams, subcontractor partners, and writers to develop win strategies and technical solutions
Actively participate in oral presentation development, to include creating slides, writing scripts, and providing coaching and feedback during oral presentation rehearsals
Lead junior business development staff through the proposal process
When serving as lead proposal writer, make assignments and provide mentorship and guidance to fellow proposal writers
Responsible for working with other proposal managers/thought leaders and participate in capture briefings, strategy sessions, and kick-off meetings to determine writing and editing needs
Ensure the effective and equitable distribution of writing and editing assignments among the team
Strive to create a challenging work environment that promotes professional growth for fellow writers based on each individual's personal goals
Specific responsibilities include writing non-technical proposal sections (management approaches, transition plans, past performance project citations, and key personnel resumes/biographies) and editing proposal documents for grammar, consistency, and overall message and themes. Responsible for ensuring that proposal are customer-focused, have a common tone throughout, clearly and accurately communicate Dell Services Federal Government''s relevant experience, technical solution, project management approach, and win themes/discriminators
Create section storyboards and outlines and work with technical experts to develop and plan technical proposal sections

years previous experience managing proposals with a value greater than $50 million

years experience managing Federal and/or DoD proposals.

years experience writing and editing proposal documents for federal government customers in response to requests for proposal (RFPs), requests for information (RFIs), and task order requests.
US Citizenship required and Current TS clearance

years of experience with Microsoft Office applicationsEstimated Salary: $20 to $28 per hour based on qualifications.

The check will bounce and the victim is left responsible.
