Task Order Proposal Manager

Task Order Proposal Manager This individual will operate in a leadership role and be responsible for engineering compliant, compelling, competitive, high-quality task order proposals.
The Proposal Manager will partner with Account teams to respond to fast paced proposals.
The individual is required to have both broad and specific knowledge across business, financial, contractual, personnel, project, proposal management, and document development domains to successfully engineer high quality proposals.
The Proposal Manager has direct accountability for three primary aspects of CGI Federal Proposal Group (FPG) operations:
(1) leading proposal engineering of task order proposals in support of multiple GWACs (2) performance management of FPG matrixed team members (3) significant contribution to the development and continuous improvement of proposal engineering processes, tools, and templates.
Principle Duties and
Responsibilities:
o Proposal management and engineering of all proposal lifecycle activities to include:
Interpretation of solicitation requirements or source selection regulations and approach on individual opportunities Matrixed team management and facilitation Theme development RFP decomposition Schedule development Storyboard/template development Formal kickoff meetings Author training and working sessions to include content refinement ensuring compliance and alignment with proposal theme and messaging Formal and informal proposal reviews Post-submission support e.

, clarifications/items for notification (IFNs) and final proposal revisions (FPRs) Conducting lessons learned to include Government debrief analysis Serve as volume lead Able to develop and edit content (acting as contributor and editor) o Operational staff management, including scoping and monitoring proposal efforts, setting priorities, and aligning resources o Contribution to development, implementation, and continuous improvement of the FPG processes, supporting tools, templates, and artifacts, and knowledge management platform o Planning resource allocation with the Director, Proposal Management Group for assigned opportunities o Gathering metrics and monitoring status of proposal activities and expenditures for inclusion in various reports Required Knowledge, Skills and Abilities:
Mandatory o Formal proposal management schools and methodologies o Industry-wide best practices in proposal management o Technical Writing oVolume lead o Editorial practice and standards o Broad and specific range of Federal, State, and local government procurement regulations and practices (including FAR and DFAR) Preferred o Personnel and performance management, including areas such as EEO and employment law o Project management o Business, marketing, technical, and expository writing o Document/graphic design and development standards o Minimum of 5 years in proposal management/task order proposal management, proposal development, and the direct management of proposal operational organizations.
On average, have approximately 10 years of work experience o Experience managing complex IT-based proposals for both Department of Defense and Civilian agencies o Diversity of experience in large corporate organizations and small business concerns o PMP certification preferred Education Requirement:
