IT Project Manager-Health and Human Services

ICF currently seeks an experienced IT Project Manager capable of delivering technology solutions for government digital engagements. Candidates should have a good mix of project management skills, business development skills, and knowledge of web based applications development.
The IT Project Manager will be required to plan and manage development schedules, work closely with interactive design and marketing teams, and communicate timely status/progress to multiple stakeholders in an agile manner. The IT Project Manager will be client-facing and required to deliver projects on time and within budget.
Key
Responsibilities:
Manage full life cycle web solutions and software development projects.
Develop, maintain, review and disseminate all project documentation including project scope, strategy, schedules, status reports, budgets, backlog, change orders, invoices, and projects reviews
Lead and manage small to medium teams of developers creating and maintaining web applications using the latest Technologies delivering interactive and creative solutions to clients (Modern technologies, Mobile, Responsive web design, APIs, CMS, Agile processes, UX and visual design)
Ensure that all project goals are accomplished according to specifications and business objectives
Effectively communicate risk, status, and options for all projects
Respond to requests for proposals and develop technical approaches for a wide range of web development efforts
Basic
Qualifications:
5 years of experience in web based technologies as an IT Project Manager
Experience supporting Health and Human Services contracts
Full system development lifecycle experience
Bachelor's Degree in Computer Science or Related Field (Or Equivalent Experience) preferable
Proficiency in either Jira Agile or Confluence
Preferred Skills /
Experience:
PMP and / or CSM Certified
Direct experience working with Administration of Children's and Families (ACF) under Health and Human Services, NIH
Experience working with social workers and subject matter experts in the delivery of Federal technology
At least two years of experience leading a project team (of 7 people) on complex software development and implementation projects in a web based environment
Demonstrated experience showing strong critical thinking and problem solving skills paired with a desire to take initiative
Professional Skills:
Excellent analytical and problem solving skills
Excellent oral and written communication skills, especially in a client interaction context
Ability to exercise independent judgment while effectively prioritizing and executing tasks while under pressure
Team player with the ability to work in a fast-paced environment
