Management and Program Analyst

As a Management and Program Analyst you will perform the following duties at the full performance level:
Serve as an expert analyst and/or advisor to executive management on a major mission or administrative program requiring application of a wide range of qualitative and quantitative methods to assess management support principles, processes, and systems; Serve as an expert analyst and/or advisor to executive management on budget methodology and control; statistical research and performance measurement; information systems; management techniques and theories, organizational structure; planning and control systems; and public and congressional liaison; Responsible for directing, implementing, coordinating, and overseeing a major segment of an agency-wide or department-wide program; Serve as a senior advisor when representing DHS at meetings and conferences, as directed by the supervisor; Maintain liaison with members of the executive staffs of HSI, ICE, and DHS, as well as with Office of Management and Budget (OMB), U.S. Government Accountability Office (U.S. GAO), and Congressional Committee staffs, as appropriate. You qualify for the GS-14 grade level if you possess one (1) year of specialized experience at the GS-13 grade level or equivalent performing duties such as:
1.) Developing and/or evaluating policies, determining applicability and effect of new or proposed legislation; AND 2.) Implementing, developing and/or monitoring sophisticated management information systems; AND 3.) Preparing and/or providing briefings and presentations on analytical findings and recommendations; AND 4.) Coordinating, and/or overseeing a variety of complex management programs impacting agency activities; AND 5.) Planning and/or conducting broad and/or in-depth special studies. Qualification requirements must be met by the closing date of this announcement. Qualification claims will be subject to verification. National Service Experience (i.e., volunteer experience):
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Current or Former Political Appointees:
The Office of Personnel Management (OPM) must authorize employment offers made to current or former political appointees. If you are currently, or have been within the last 5 years, a political Schedule A, Schedule C, Non-career SES or Presidential Appointee employee in the Executive Branch, you must disclose this information to the Human Resources Office. Drug Test Requirement:
Pursuant to Executive Order 12564, and the DHS Drug-Free Workplace Plan, ICE is committed to maintaining a drug-free workplace and, therefore, personnel in safety- or security-sensitive positions (testing designated positions) are subject to random drug testing. Moreover, other drug testing of employees (e.g., reasonable suspicion drug test) may be conducted in order to ensure a safe and healthy work environment. The fraudster will send a check to the victim who has accepted a job. The check can be for multiple reasons such as signing bonus, supplies, etc. The victim will be instructed to deposit the check and use the money for any of these reasons and then instructed to send the remaining funds to the fraudster. The check will bounce and the victim is left responsible.
